Fire EPD's MURL HARPHAM and Killer Cops LILES, SANCHEZ, WINKLE, LAIRD, and WHITMER (pg3 Days of Action 2012 booklet)
a partial POLICE STATE UPDATE
The Police state has leapt forward in the last year on every level. At the federal level we now have unmanned drones flying over our cities and states courtesy of the CIA. http://www.csmonitor.com/USA/2012/0616/Drones-over-America.-Are-they-spying-on-you
We have the codification in law of indefinite detention without trial. When the current president signed the NDAA National Defense Authorization Act he signed a law that would allow for the arrest and indefinite detention of citizens without trial. http://www.aclu.org/blog/tag/ndaa
The government had been doing this to the undocumented for years in detention centers run by ICE in the U.S. and by the CIA and Military abroad. http://www.godlikeproductions.com/forum1/message1620097/pg1
We have the Justice department conspiring with local government to deprive patients of their life saving medicine. The Hummingbird dispensary was driven out of business and the city still will not permit others to fill the need for cannabis based treatments in the community.
The local government has gone to the extreme of further criminalizing sleep in the summer of 2012, making it a misdemeanor to sleep outside in the city.
They were following in the footsteps of the county board of supervisors that had used a phony emergency to outlaw dissent at the courthouse.
The county action was a reaction to their inability to respond to the issues exposed by Occupy Eureka. The District Attorney and other county government conspired to create a climate of fear about the protest and then used violent repression to remove the people temporarily from in front of the courthouse. http://www.times-standard.com/localnews/ci_20271861/humboldt-supervisors-enact-urgency-ordinance-protest-hours-limited?source=pkg
The county refusal to address the problems that the Occupy Movement planted on their doorstep is why the police state thrives. http://www.humboldt.edu/ccrp/total-population-below-poverty-level-redwood-coast-region
In what might be the most egregious affront the City of Eureka has hired Murl Harpham to be the police chief. The hiring is illegal. He is over 65 and has worked for EPD for more than 25 years. Both require his mandatory retirement. He is also When a local activist came to the council meeting to bring this criminal act by the city to the attention of the public she was censored on the public access broadcast and the city website.

Open Letter To Eureka Police Chief Garr Nielsen and all entities listed below:
REDWOOD CURTAIN COPWATCH
July 19, 2008
To Eureka Police Chief Garr Nielsen, Eureka City Council members, Eureka Mayor, Eureka City Attorney Sheryl Shaffner:
Re: EPD Sergeant Rodrigo Reyna-Sanchez
We write this letter with grave concern regarding the ongoing harassment and violence against homeless Eureka residents by Officer Rodrigo Reyna-Sanchez, and about the civil rights violations inherent in Officer Sanchez’ actions. While Sergeant Mike Quigley is not the express subject of this letter, please note that he behaves similarly, destroying houseless peoples’ meager survival gear and harassing, intimidating, and violating said peoples’ civil rights.
We will assume that you have been unaware, up to this time, as to the unwarranted threats, cruelty, and intimidation perpetrated on a consistent basis by Officer Sanchez against homeless people. Apparently, Officer Sanchez believes that he can say and do anything to people he perceives as vulnerable. Officer Sanchez conducts himself in an inappropriate, unlawful, and vile manner toward people- based on their status as unhoused residents. Clearly, he believes he is acting with absolute impunity.
While the Eureka Police Department and the local government may choose to believe that Officer Sanchez’ (and Officer Quigley’s) actions are protected under law, we want to bring to your attention the unconstitutional, and frankly obscene, nature of his behavior. We understand that Sergeants Sanchez and Quigley likely do not make full reports of much of their own behavior; perhaps finding it easier to continuously and secretly intimidate houseless people by keeping those actions ‘off the record.’ However, we believe that it is possible that the EPD and other city entities are aware of some or much of Officer Sanchez’ and Quigley’s behavior, and as a result of department and city complicity, these officers indulge in ongoing abusive behavior, confident that no disciplinary consequences will arise.
Did you know???
After PUBLIC OUTRAGE AND PRESSURE over the Eureka Police Department’s killing of Cheri Moore resulted in a coroner’s inquest, grand jury indictments, and prosecution of ex-Chief of Police David Douglas and SWAT’s Tony Zanotti, the Eureka City Council decided that the PUBLIC WOULD PAY $75,000 + for private attorney, Bill Bragg, to defend Douglas against criminal charges of involuntary manslaughter???!!
Not only did the Eureka City Council decide that WE would pay for Douglas’ defense for the killing of Cheri Moore, but the Council made the decision in CLOSED SESSION right before X-mas! And the City Council meeting following the CLOSED SESSION decision was on Thursday (not Tuesday, like all other City Council meetings) and was not broadcast live... (like all other City Council meetings)!!
[I can’t remember who wrote this, but it was written in the last days of October, 2006.]
Letter to Editor
To Eureka Police Chief Garr Nielsen,
Eureka City Council members,
Eureka Mayor Virginia Bass
Eureka City Attorney Sheryl Schaffner:
In 2008, the people of Arcata and Eureka got the signatures and the votes to pass Ballot Measures F and J, the Youth Protection Act. In December, the Federal Government challenged it.
YOUTH PROTECTION ACT
AN ORDINANCE TO PROHIBIT THE MILITARY RECRUITMENT OF ANY PERSON UNDER THE AGE OF EIGHTEEN
We won a victory (in 2008) by voting out the Military’s ability to recruit children under the age of 18...
...now the Federal government seeks to negate successful ballot Measures F and J [Youth Protection Acts], passed by the people of Eureka and Arcata, in order to continue recruitment of minors into the military despite our opposition.
To Chief Garr Nielson and all entities listed below: It has come to our attention that Eureka Police Department Sergeant Rodrigo Reyna-Sanchez has put the word out that he is after a man named Eric Stauffer with intentions to do him great harm. Mr. Stauffer, his friends, and we at Redwood Curtain CopWatch take the "word on the street" very seriously, especially in light of past and ongoing targeting and violent actions by Sgt. Sanchez and other members of the Eureka Police Department.
