Freezing Weather and Eureka Cops Continue To Terrorize People in the Bush

Dear Chief Nielsen,

Again I must complain about the work that [Murl] Harpham and Sanchez do out in the bush. Sanchez wielding a machete around homeless people who's only "crime" is poverty and Harpham with his ridiculous "holier than thou" attitude do nothing to bring real safety or respect to this community.

SOON Nazi authorities and the police began to consign members of other groups to the new camps: homosexual men arrested as criminal offenders; Jehovah's Witnesses who refused to obey demands to cease their activities; women accused of prostitution; people labeled "asocial" because they were homeless, begged, or for some other reason did not fit into Nazi society.

So today, July 14th, the Mateel meal (free cooked meal) was held at the Vet’s park across the street from the bookstore in Garberville (because the Mateel kitchen staff is down at the reggae site). Police (Humboldt County Sheriff’s Dept) arrived and told people that the Veteran’s have said they don’t want anyone sitting in the park, that they want it cleared out. People asked where they could go and there were no places. Police said they will arrest people who are sitting in town anywhere.

Monday, June 14th WHILE a caring community member shared sandwiches with up to 100 hungry people in Redway- on the street- engaging in a responsible and constitutionally protected activity- the Humboldt County Sheriff’s Department drove around photographing the people who were eating lunch. This is INTIMIDATION. This is profiling. There is no good reason for it.

People are scared when the Sheriff’s Department behaves this way because the Sheriff targets anyone who lives outside with very few resources. The Sheriff’s Department hunts people down while they are sleeping -out of sight- and Sheriff Deputies attempt to DISAPPEAR people who are, for instance, sitting under a tree for shade.

To Eureka Police Chief Garr Nielsen, Eureka City Council members, Eureka Mayor, Eureka City Attorney Sheryl Shaffner:

Re: EPD Sergeant Rodrigo Reyna-Sanchez

We write this letter with grave concern regarding the ongoing harassment and violence against homeless Eureka residents by Officer Rodrigo Reyna-Sanchez, and about the civil rights violations inherent in Officer Sanchez’ actions. While Sergeant Mike Quigley is not the express subject of this letter, please note that he behaves similarly, destroying houseless peoples’ meager survival gear and harassing, intimidating, and violating said peoples’ civil rights.


We will assume that you have been unaware, up to this time, as to the unwarranted threats, cruelty, and intimidation perpetrated on a consistent basis by Officer Sanchez against homeless people. Apparently, Officer Sanchez believes that he can say and do anything to people he perceives as vulnerable. Officer Sanchez conducts himself in an inappropriate, unlawful, and vile manner toward people- based on their status as unhoused residents. Clearly, he believes he is acting with absolute impunity.


While the Eureka Police Department and the local government may choose to believe that Officer Sanchez’ (and Officer Quigley’s) actions are protected under law, we want to bring to your attention the unconstitutional, and frankly obscene, nature of his behavior. We understand that Sergeants Sanchez and Quigley likely do not make full reports of much of their own behavior; perhaps finding it easier to continuously and secretly intimidate houseless people by keeping those actions ‘off the record.’ However, we believe that it is possible that the EPD and other city entities are aware of some or much of Officer Sanchez’ and Quigley’s behavior, and as a result of department and city complicity, these officers indulge in ongoing abusive behavior, confident that no disciplinary consequences will arise.

"Where do I go?" Cops arrest people for EXISTING poor

Recently, some of us witnessed 4 (that's right FOUR) Eureka Police Officers arresting a woman for sitting in a covered bus stop late at night with only a blanket in her hand.  Three vehicles, two of them K-9 units, were there.  The officers were: Adam Laird (Badge #40), Kurt Rulofson (new guy), Ed Wilson (Badge #96), and Mike Guy (Badge #63).   The woman asked the officers, "Where do I go?"    She told them "I didn't do anything."  But, you see, if you sit somewhere in public at night, when you have no other place to go, you get arrested.
